As an European I have no clue why the US trucks have to have DOT, IFTA and so on printed on the trucks - we don't need that in Europe. It's all written in the papers.
Is there a simple rule for those numbers? Especially for Las Vegas region?

More specifically the usdot number is a registration and tracking of a specific company not a specific truck that being said I drive for Celadon that being said because I own my truck out right under my own business license I have a separate DOT number from them I am running as a power unit contractor. IFTA is however a tax exemption for commercial vehicles for fuel it essentially allows you to exempt yourself from fuel taxes at the pump and allows you to square away at a later date via your normal income tax, the New York Hut sticker is the same thing except it only works for the New York-New Jersey area though at the moment the New York Hut is under a lawsuit
