I am trying to make my truck have a matte paint, I changed the alpha, nothing happened. What should I change to make it not shiny? I did find vehicle_reflection.tobj but there were like 4 .dds with reflections do any of you know what .dds it is?

the shininess in haulin is in the gloss. try darkening it.

OK so I tried many times to edit the gloss.png and when I darken it and go in game my truck is like almost chrome. I only darkened very little so how can i fix it?

Well, if you want to make it easy, you can delete the [texture[1] : "gloss.tobj"] line and the game will read the ALPHA of the dds. Then you can just darken the alpha channel to make it matte.

Sounds like you're using a photo program that doesn't accept greyscale so its changing it to RGB as soon as you import it, my suggestion is Paint.net if you want a decent, free one.
