Go there, build a pc around your budget with some things you want, and then post it here and I'll see what I can do with it.

If you want a good build that will last you a while, here's a pretty sweet one. No CPU cooler, but you can add it later. Same with more ram and a better GPU if you choose. Adding an SSD is your choice, but I recommend a 120gb or 240gb. pcpartpicker.com/p/hcKTgs

Ok, Colonel. We all know that You like Intel and Nvidia, but build one, using AMD`s and Radeon`s parts, please. Thank You.

I'm not an expert, and I know little to nothing about AMD.

I chose that case because of its sleek design, which I personally really like, and the excellent cable management capabilities. The windows you chose is iffy for not so tech savy users, and even I would not want to chance that. I'll stick with regular old windows. Maybe if I asked some people who'd tried it and used ISO's more, I might, but it's iffy in my book. Those are good PSUs, but the one I chose has the ability to run SLI or Crossfire, and is more efficient than the two you chose. I will never buy a power supply that isn't fully modular, and having an extra 100W, 2 more PCIE connectors, AND higher power efficiency is worth the $30. I cheaped out and bought a cheaper hard drive for my first drive, and have never regretted anything more. I will never buy another HDD that isn't a wd caviar black. 960 or 970 is personal choice and dependent on funds, aswell as the psu and case. Also, if you'll notice, the build is color coded and matching. Another reason why I chose some of the parts I did. He doesn't have to pick my build, but I'm 100% confident it will run any game he wants to run, and do it very well. It won't do tripple monitors or 4k very well, but 1080p or even 1440p it can most likely handle just fine. SSD, additional fans, and a CPU cooler can be added later as funds become more available. If you have a windows 7 disk lying around, I'd do what RBR recommended with the windows keys, and just buy a key so you'll have a registered key that works for sure. I really don't recommend you ever get a soundcard unless you want an extreme audio sensation, because the onboard soundboards as of late are very, very good. If you ever decide to get a CPU cooler, which I don't recomment unless you plan to overclock in the future, I recommend one of Corsair's liquid coolers, or even a custom loop if you have the funds. However, I wouldn't get too crazy on cooling unless you're running a high end i7 and high end GPU. This is all my opinion, and I'm no expert, so take it with a grain of salt. I will try very hard not to mislead you, but all my reviews and advice will be fairly one sided because I have no experience at all with AMD or ATI in any way other than video reviews and word of mouth. If you want an AMD build, you need to find another tech guy.

If it's that cheap, I'd go ahead and spring for a 240gb ssd, more ram, and maybe a cpu cooler. Perhaps dropping a bit more on a 970 wouldn't be a bad idea either.

Pretty badass setup here. Only thing you could really improve on is get an i7-4790k then you've really got a beast. And yes, the 650w psu will run this. A 500w psu will run it. Not directed at you just in general to anyone who wonders. You won't be able to do sli or crossfire with a 650 but it's plenty for what you're doing. pcpartpicker.com/p/qFmd23

Basically 100 more and to me it is, but you probably won't notice the difference to much unless you play really cpu intensive games or do heavy computing.

Yea you'll probably be fine with an i5, actually I can just about guarantee you will be. That's why I didn't include an i7 in any of the builds.
